Introduction:

1. The action “Grant Program for Employment Business Initiatives of 5,800 New Self-Employed Professionals aged 30 to 59, with Emphasis on Women” is co-financed by the Greek State and the European Social Fund+ within the framework of the “Human Resources and Social Cohesion” Program 2021-2027, with the total co-financed Public Expenditure amounting to 100,000,000 euros.

The subject of the action is the promotion of self-employment of 5,880 unemployed individuals aged 30 to 59 with emphasis on businesses that will engage in entrepreneurship with a focus on women.

Program Objective:

  • Support self-employment through business initiatives.
  • Specific emphasis on women, who constitute two-thirds of the unemployed in our country.

With the new action of the NSRF, the program has a total budget of €100,000,000 and concerns nearly 6,000 new businesses.

Almost all new business activities are included, with few exceptions. Indicatively excluded are: professions requiring a vacant position (e.g., notaries, bailiffs), passenger or freight public transport businesses (e.g., taxis), seasonal businesses (e.g., kiosks, canteens, stalls, mobile businesses), franchises, shop-in-shop models, agency networks, businesses with gambling or electronic gambling, as well as businesses operating exclusively after 10 p.m., etc.


6. Funded Expenses

The program no longer includes matching specific expenses as before. Instead, the confirmation of the use of the grant for business needs is done through a summary of income and expenses based on the company’s accounting entries (myDATA) for the funded operating period.

7. How can I apply?

Applications are submitted electronically via the Integrated State Aid Information System (OPSKE).


8. What is the application evaluation process and criteria?

The process, methodology, and evaluation criteria are described in detail in the Public Call. Applications are comparatively evaluated by specialized DYPA evaluators, and results are published in the ranking table of PSKE.

Approvals of funding applications are made based on the ranking order and until the available co-financed public expenditure is exhausted. In case of ties, all tied applications are included until the budget is exhausted.

The business start can take place after approval, with a 3-month margin from the date of notification of the positive evaluation (approval).

Program Beneficiaries

1. “Potential beneficiaries” of the action are defined as unemployed individuals registered in the DYPA registry, who are outside education, employment, or training, aged 30-59, and who submit a funding application including a proposal of their business plan.

2. “Beneficiaries” of the action are defined as the legal entities (Businesses) that receive the support following the approval of the funding application and inclusion in the action.

3. Potential beneficiaries, at the date of submitting the electronic funding application, must cumulatively meet the following conditions:

a. Be unemployed registered in the DYPA registry, aged 30 to 59 (having completed the 59th year and entering the 60th).

b. Be outside education, employment, or training and meet the age criterion at the date of application submission.

c. Have completed the individualized approach process and agreed on an individual action plan.

d. Be Greek citizens or citizens of another EU country or ethnic Greeks with the right to reside and work in Greece, or third-country nationals with a valid residence permit for at least the duration of the program.

e. Male candidates must have fulfilled or been legally exempted from military obligations. Potential beneficiaries electronically attach – during the funding application (investment proposal) – the military status certificate. Ethnic Greeks or EU citizens submit a declaration stating no military obligations, without requiring a certificate from their country of origin.

The verification of the above conditions is conducted via the DYPA Information System and/or declarations by the potential beneficiaries.

Submission Period

  • The start and end dates for application submission are published on the DYPA website (www.dypa.gov.gr), the OPSKE website (https://opske.gr/el), and the NSRF website (www.espa.gr).
  • Application start date: Thursday, December 19, 2024, and the application deadline is Tuesday, January 21, 2025.
  • The eligibility end date for expenses is set to 31/12/2029.
  • Funding applications are approved based on ranking order until the available co-financed public expenditure is exhausted. In case of ties, all tied applications are included.

Duration – Grant Amount

1. The grant duration is set to twelve (12) months. The 12-month period starts from the date of business activity commencement at the Tax Office (DOY).

The total grant amount for new businesses/beneficiaries is €17,000, paid in three installments as follows:

– 1st installment of €4,600: after the start of activity at the Tax Office and after the issuance of the Amendment of the Inclusion Decision, according to paragraph 7.5 of article 7 of the proposal (Milestone A).

– 2nd installment of €6,200: after the end of the first six months from the business start, following verification of operation for 6 months (Milestone B).

– 3rd installment of €6,200: after the end of the second six months from the business start, following verification of operation for 6 months (Milestone C).

Funding Application Submission Procedure

1. The funding application (investment proposal) is submitted electronically via the Integrated State Aid Information System (OPSKE) provided by the Ministry of Development and Investments.

The application start date is Thursday, December 19, 2024, and the submission deadline is Tuesday, January 21, 2025.

Evaluation Procedure – Approval of Actions

Funding applications are evaluated by DYPA evaluators (one evaluator per application) experienced in the program’s content.

Evaluation is comparative, assessing all proposals submitted during the specified period or each subsequent cycle.

Proposals are evaluated by criteria groups.

Based on evaluation results, a ranking list with descending scores and a list of all inadmissible applications are produced by the OPSKE system.

Potential beneficiaries must cumulatively meet the following conditions:

1. Establish their businesses and operate legally within Greece.

2. Business activity commencement at the Tax Office must occur after the funding application submission date and no later than 60 days from the posting of the inclusion decision on the DYPA website and notification to beneficiaries via email.

An extension of 30 days beyond the 60-day period may be granted upon submission of a relevant extension request by the beneficiary and approval by the Head of KPA2.
