Purpose and Scope
1. The action “Grant Program for Entrepreneurial Employment Initiatives for 1000 new self-employed professionals aged 18 and over” is co-financed by the Greek State and the European Social Fund+ within the framework of the “Human Resources and Social Cohesion” Program 2021-2027, with the total co-financed Public Expenditure amounting to 14,800,000 euros.
The scope of the action is to promote self-employment, 850 unemployed individuals aged 18 to 60 in the Regional Units of Kastoria, Achaia, Serres, Rhodes, and the Municipalities of Perama, Keratsini – Drapetsona, and Salamina.
Purpose and Scope
Program Objective:
- Strengthening self-employment through entrepreneurial initiatives.
- Program for the creation of 850 new businesses The program aims to create new businesses by 850 unemployed individuals of all ages, with a total subsidy of €14,800 per business for 12 months.
Program Beneficiaries
Unemployed registered in the DYPA registry
(Regional Units of Kastoria, Rhodes, Serres, Achaia and
Municipalities of Perama, Keratsini – Drapetsona and Salamina)
Who can participate:
- Unemployed individuals aged 18 and over
- EU citizens, expatriates, or third-country residents with a valid residence permit.
- Candidates who have completed an individual action plan through DYPA.
- Have attended the Counseling Program for Undertaking Entrepreneurial Initiatives (SAEP).
Application Submission Period
- Start: Thursday, February 20, 2025
- End: Friday, March 21, 2025 at 15:00.

Grant Amount
The grant of €14,800 is paid in three installments:
- 1st installment (€4,000): After the start of activity.
- 2nd installment (€5,400): After the first 6 months of operation.
- 3rd installment (€5,400): After 12 months of operation.

- Business operation in Greece.
- Submission of application within the specified period.

The DYPA grant program offers up to €14,800 to unemployed individuals aged 18-60 to create new businesses, with a special focus on female entrepreneurship. Applications open from February 20, 2025!
2. What is the grant amount and how is it paid?
The grant amount is €14,800 and is paid in three installments:
- 1st installment (€4,000): After the business starts.
- 2nd installment (€5,400): After the first 6 months of operation.
- 3rd installment (€5,400): After 12 months of operation.
3. Who are eligible for the program?
Eligible participants must:
- Be unemployed individuals aged 18-60.
- Be registered with DYPA in the Regional Units of Kastoria, Achaia, Serres, Rhodes, and the Municipalities of Perama, Keratsini – Drapetsona, and Salamina.
- Not be currently in education or training.
- Have completed an individual action plan.
- Be EU citizens, Greeks, or holders of a valid residence permit.
4. What are the application deadlines?
- Start of submission: February 20, 2025.
- End of submission: Friday, March 21, 2025 at 15:00.
5. What types of businesses does the program finance?
The program finances new businesses that will operate legally in the Regional Units of Kastoria, Achaia, Serres, Rhodes, and the Municipalities of Perama, Keratsini – Drapetsona, and Salamina, with eligible NACE codes.
6. Eligible Business Categories
Almost all new business activities are included, with a few exceptions. Notably excluded are: professions requiring a vacant position (e.g., notaries, judicial officers), passenger or freight public transport businesses (e.g., taxis), seasonal businesses (e.g., kiosks, canteens, street vendors), franchises, shop-in-shop models, agency networks, businesses involving gambling or electronic gambling, and businesses operating exclusively after 10 p.m., among others.
6. Eligible Expenses
The program no longer requires matching specific expenses as before. Instead, the use of the grant for business needs is confirmed through a summary of income and expenses based on the company’s accounting records (myDATA) for the subsidized operating period.
7. How can I apply?
Applications are submitted electronically through the Integrated Information System of DYPA.
8. What is the application evaluation process and criteria?
The process, methodology, and evaluation criteria are detailed in the Public Invitation. Applications are comparatively evaluated by specialized DYPA evaluators, and results are published in DYPA’s ranking list.
Approvals of funding applications are made based on the ranking order until the available co-financed public expenditure is exhausted. In case of ties, all tied applications are included until the budget is fully allocated.
The business start can occur after approval, with a 3-month window from the date of notification of positive evaluation (approval).

Program Beneficiaries
1. “Potential beneficiaries” of the action are defined as unemployed individuals registered in the DYPA registry, who are not in education, employment, or training, aged 18 and over, and who submit a funding application including a proposal of their business plan.
2. “Beneficiaries” of the action are defined as the legal entities (businesses) that receive the support following the approval of the funding application and inclusion in the action.
3. On the date of submission of the electronic funding application, potential beneficiaries must cumulatively meet the following conditions:
a. Be unemployed registered in the DYPA registry in the Regional Units of Kastoria, Achaia, Serres, Rhodes, and in the Municipalities of Perama, Keratsini – Drapetsona, and Salamina, aged 18-60.
b. Not be in education, employment, or training and meet the age criterion at the date of submission of the funding application.
c. Have completed the individualized approach process and agreed on an individual action plan.
Have attended the Counseling Program for Undertaking Entrepreneurial Initiatives (SAEP).
d. Be Greek citizens or citizens of another EU country or ethnic Greeks with the right to reside and work in Greece, or third-country nationals holding a valid residence permit for at least the duration of the program.
e. Male candidates must have fulfilled or be legally exempt from their military obligations. Potential beneficiaries must electronically attach – during the funding application (investment proposal) – the military status certificate. Ethnic Greeks or citizens of EU countries must submit a declaration stating they have no military obligations, without the need to provide a related certificate from their country of origin.
Verification of the above conditions is conducted through the DYPA Information System and/or declarations of responsibility by the potential beneficiaries.
Submission Period
- The start date of submission of the electronic funding application for the new program is set as Thursday, February 20, 2025.
- The end date is set as 21/03/2025
- Inclusions of funding applications of beneficiaries in the action are made based on ranking order until the available co-financed public expenditure is exhausted. In case of ties, all tied applications are included.
Duration – Grant Amount
1. The duration of the grant is set at twelve (12) months. The 12-month period applies from the date of commencement of business activity at the Tax Office (DOY).
The total grant amount for new businesses/beneficiaries of the action is €14,800, paid in three installments as follows:
– 1st installment of €4,000: after the start of activity at the Tax Office and in any case after the issuance of the Modification of the Inclusion Decision, according to paragraph 7.5 of article 7 of the proposal (Milestone A).
– 2nd installment of €5,400: after the end of the first six months from the start of the business, following verification of operation for a period of 6 months (Milestone B).
– 3rd installment of €5,400: after the end of the second six months from the start of the business, following verification of operation for a period of 6 months (Milestone C).
Funding Application Submission Procedure
1. The funding application (investment proposal) is submitted electronically via the Integrated Information System of DYPA.
Evaluation Procedure – Approval of Actions
Evaluations of submitted funding applications are conducted by evaluators (one (1) evaluator per application) of DYPA, who have experience related to the content of this program.
The evaluation of applications is comparative and assesses all proposals submitted during the period defined in this document or in the announcement of each subsequent cycle.
Proposals are evaluated based on groups of criteria.
Based on the evaluation results, the Integrated Information System for State Aid (P.S.K.E.) produces a ranking table of evaluation results in descending order of scores, as well as a table of all inadmissible funding applications.
Potential beneficiaries must cumulatively meet the following terms:
1. Establish their businesses and operate legally within Greek territory.
2. The start of activity at the Tax Office must occur after the date of submission of the funding application and no later than 60 days from the date of posting of the inclusion decision on the DYPA website and notification of beneficiaries via email.
An extension of 30 days beyond the 60-day period may be granted after submission of a relevant extension request by the beneficiary and a related decision by the Head of KPA2.
