Purpose and Subject
1. The action «Grant program for business initiatives employing 3,000 new self-employed individuals aged 18 to 29, with emphasis on the digital economy» is co-financed by the Greek State and the European Social Fund / Youth Employment Initiative, within the framework of the Operational Program Human Resources Development, Education and Lifelong Learning 2014-2020 (OP HRD_EDLL). Its main objective is to promote the employment of unemployed persons by supporting them in creating new businesses.
The subject of the action is the promotion of self-employment of 3,000 unemployed individuals aged 18 to 29 with emphasis on businesses that will operate in the digital economy.
The digital economy sector includes, indicatively:
- telecommunications services (fixed – mobile – internet telephony),
- IT services, software
(consulting services for equipment,
consulting services for software,
database work,
maintenance and repair of computers, etc.), - provision of services via the Internet,
- broadband services,
- office automation systems,
- telematics applications,
- satellite services,
- digital television,
- provision of electronic system security solutions,
- manufacture of RFID equipment,
- management of electronic procurement,
- e-commerce,
- e-business,
- distance learning,
- website design,
- digital printing,
- entertainment with digital media.

Program Beneficiaries
1. “Potential beneficiaries” – beneficiaries of the action are defined as registered unemployed persons in the DYPA registry, who are outside education, employment, or training, aged 18-29, who submit a funding application including their business plan proposal.
2. “Beneficiaries” of the action are defined as the legal entities (Businesses) that receive the support following the approval of the funding application and inclusion in the action.
3. Potential beneficiaries, at the date of submitting the electronic funding application, must cumulatively fulfill the following conditions:
a. Be registered unemployed in the DYPA registry, aged 18 to 29 (have completed their 29th year and are in their 30th).
b. Be outside education, employment, or training and meet the age criterion at the date of submitting the funding application.
c. Have completed the individualized approach process and agreed on an individual action plan.
d. Be Greek citizens or citizens of another EU member state or expatriates with the right to reside and work in Greece or third-country nationals with a valid residence permit for at least the duration of the program.
e. Male candidates must have fulfilled or be legally exempted from military obligations. Potential beneficiaries electronically attach – during the funding application (investment proposal) – the military status certificate. Expatriates or EU citizens submit a declaration stating they have no military obligations, without requiring a certificate from their country of origin.
The verification of the above conditions is conducted through the DYPA system and/or declarations of the potential beneficiaries.
Submission Period
- The start and end dates for submitting applications are published on the DYPA website (www.dypa.gov.gr), the Ministry of Development and Investments website (www.ependyseis.gr), and the ESPA website (www.espa.gr).
- The eligibility end date for expenses is set to 31.12.2023.
- The inclusion of funding applications of beneficiaries in the action is based on the ranking order until the available co-financed public expenditure is exhausted. In case of a tie, all tied applications are included.
Duration – amount of support
1. The duration of the grant is set at twelve (12) months. The 12-month period starts from the date of commencement of business activity at the Tax Office.
The total support amount for new businesses/beneficiaries of the action is €14,800 and is paid in three installments as follows:
– 1st installment of €4,000: after the start of activity at the Tax Office and in any case after the issuance of the Amendment of the Inclusion Decision, according to paragraph 7.5 of article 7 of the proposal (Milestone A)
– 2nd installment of €5,400: after the end of the first six months from the start of the business, following verification of operation for a period of 6 months (Milestone B)
– 3rd installment of €5,400: after the end of the second six months from the start of the business, following verification of operation for a period of 6 months (Milestone C).
Submission procedure of the funding application
1. The funding application (investment proposal) is submitted electronically through the State Aid Information System (PSKE) provided by the Ministry of Development and Investments.
The start date of submission of the electronic funding application for the 3rd cycle is set to 12/5/2023 at 13:00 and the end date is set to 12/06/2023 at 15:00.
Evaluation procedure – Approval of actions
The evaluations of submitted funding applications are conducted by evaluators (one (1) evaluator per application) of DYPA, who have experience related to the content of this action.
The evaluation of applications is comparative and assesses all proposals submitted during the period defined in this or any subsequent call.
Evaluation of proposals is done by groups of criteria.
Based on the evaluation results, PSKE produces a ranking list of evaluation results in descending order, as well as a list of all inadmissible funding applications.
Potential beneficiaries must cumulatively comply with the following terms:
1. Establish their businesses and operate legally within Greek territory.
2. The start of activity at the Tax Office must occur after the submission date of the funding application and at the latest within 60 days from the date of posting the inclusion decision on the DYPA website and notifying beneficiaries via email.
An extension of 30 days beyond the 60-day period may be granted following a relevant extension request by the beneficiary and a decision by the Head of KPA2.
