Purpose and Subject
The action «New entrepreneurship program for 1,900 beneficiaries aged 30 to 55, with emphasis on the digital economy» is co-financed by the Greek State and the European Social Fund within the framework of the Operational Program Competitiveness, Entrepreneurship & Innovation (EPAnEK).
Its main objective is to promote employment of the unemployed by supporting the creation of 1,900 new businesses established by former unemployed persons aged 30-55 from 1/1/2022 until 16/10/2023 (date of publication of the Ministerial Decision in the Government Gazette) in the 11 Less Developed Regions and Transition Regions of the country (excluding Attica and South Aegean). Emphasis will be placed on businesses operating in the digital economy. The activity codes (KAD) belonging to the digital economy sector are listed in the relevant Annex IX of the Call.
The transition to the digital transformation of Greek businesses is currently the top national priority both for improving the country’s competitiveness and advancing the Greek economy, as well as adapting to new international conditions.
The subject of the action is the promotion of self-employment of 1,900 unemployed persons aged 30 to 55 with emphasis on businesses that will operate in the digital economy.
The digital economy sector includes, indicatively:
- telecommunications services (fixed – mobile – internet telephony),
- IT services, software (consulting services for equipment, consulting services for software, database work, maintenance and repair of computers, etc.),
- provision of services via the Internet,
- broadband services,
- office automation systems,
- telematics applications,
- satellite services,
- digital television,
- provision of electronic system security solutions,
- manufacture of RFID equipment,
- management of electronic procurement,
- e-commerce,
- e-business,
- distance learning,
- website design,
- digital printing,
- entertainment with digital media.

Before submitting the electronic funding application for the action, beneficiaries must cumulatively fulfill the following conditions:
- Be registered unemployed in the D.YP.A. registry, aged 30 to 55 (have completed the 55th year of age and be in the 56th) by the date of registration at the Tax Office.
- Have completed the individualized approach process and agreed on an individual action plan, and then
- Have started activity at the Tax Office after 01/01/2022 and obligatorily by 16/10/2023 (date of publication of the Ministerial Decision in the Government Gazette).
- Be Greek citizens or citizens of another EU member state or expatriates with the right to reside and work in Greece or third-country nationals with a valid residence permit for at least the duration of the program.
- Male applicants must have fulfilled or be legally exempted from military obligations. Upon funding application (investment proposal), an electronic military status certificate of the professional – former unemployed must be attached. For expatriates or EU citizens, a declaration stating no military obligations is required, without needing a certificate from the country of origin.
- Operate their businesses legally within Greek territory.
- Potential beneficiaries submit only one funding application.
- Potential beneficiaries participate in the action either as sole proprietors or as members of legal entities with one of the following legal forms: General Partnership (OE), Limited Partnership (EE) for the general partner, Limited Liability Company (EPE), Private Company (IKE), Workers’ cooperative under Article 24 of Chapter E’ of Law 4430/2016 (A’ 205).
