ESPA Subsidy up to 60% Support for the Establishment and Operation of New Small and Medium Tourism Enterprises

Support for tourism entrepreneurship through the creation of new very small, small, and medium enterprises in selected tourism activity codes (KAD).​

The subsidized budget of each investment project ranges from €80,000 to €400,000.

The subsidy will amount to 45% of the submitted expenses.

The subsidy rate may increase by (a) 10% if the investment is made in a remote or fire-affected or flood-affected area or small islands, and (b) an additional 5% upon achieving the employment target of at least 0.2 full-time equivalents (FTE) in the first year after the completion of the investment.

The implementation period of the physical and financial scope of the investment project is strictly set at 24 months, with no possibility of extension.

Who is it addressed to

Under establishment and newly established medium, small, and very small enterprises expected to operate in the tourism sector, as defined in Commission Recommendation 2003/361/EC.

The term newly established refers to enterprises that have not exceeded 12 months of continuous operation from the date of establishment until the date of the call for proposals.

Eligible Activity Codes (KAD) are defined in detail in Annex II of the Call for Proposals.​

Applications for funding will be submitted only electronically without the submission of a physical folder of supporting documents through the Integrated Information System for Managing State Aid (OPSKE).

For the evaluation of the action, a Comparative Evaluation will be applied.

Potential beneficiary enterprises must:

Meet the conditions and restrictions as defined in the Call.
– The proposed investment plan must concern at least one of the eligible KAD codes from ANNEX II ELIGIBLE ACTIVITY SECTORS (KAD), which the enterprise must hold before the first disbursement of the subsidy.
– Submit a single funding application per VAT number for this Action.
– Achieve at least a score of 70 in the self-assessment of the investment plan based on the criteria of Annex III.
It is noted that submission of the funding application in OPSKE is not permitted if the above condition is not met.
– Declare the place(s) for the implementation of the actions of this Action exclusively in one Region of the Country and in areas where the same aid intensity applies. The funding application must declare the Region where the investment plan will be implemented. It is clarified that the enterprise may implement expenses at its headquarters and/or its branches, provided that all implementation points belong to the same region and the areas/places of implementation have the same aid intensity. Projects with installation location in the Regional Unit of Mykonos and the Regional Unit of Thira, Municipality of Thira, except for the Municipal Community of Thirasia, as detailed in Section 2.2 REGIONS OF IMPLEMENTATION OF THE ACTION, are excluded.
– Provide evidence of securing the Private Participation of the proposed investment plan at a rate of at least 60%

Investment plans with investment KAD Accommodation (KAD 55) should meet the following conditions:

MAIN HOTEL ACCOMMODATIONS

Hotels

  • Classification in category 4**** (four stars) and above
  • Capacity of 12 beds and above

Hotel tourist accommodations within traditional buildings as provided in P.D. 33/1979

Organized tourist campsites (camping)

  • Classification in category 3*** (three stars) and above

NON-MAIN HOTEL ACCOMMODATIONS

Self-catering accommodations – tourist furnished residences

Minimum number of residences: Three (3)

Note: All self-catering accommodations – tourist furnished residences must mandatorily be incorporated under the same MHTE license.

Rented furnished rooms – apartments

  • Classification in category 4 keys and above
  • Minimum capacity of 12 beds

All participation conditions are specified in the detailed Call for Proposals.​​​​​

  • Machinery – Equipment
  • Digital equipment – software and software services
Additionally, expenses are supported for:
a) Certification of Quality Assurance Systems, Environmental Management according to national, harmonized, as well as other European and international standards,
b) promotion, extroversion, and internationalization,
c) means of transport,
d) studies and consulting services,
e) indirect expenses.
The deadline for completion of funded investments is twenty-four (24) months from the date of issuance of the Approval Decision.
