What is the DYPA program 17,500€ (2026)
DYPA announced a new program to support new entrepreneurship for unemployed 18–29, with a total budget of 37 million euros, aiming to create 2,114 new businesses and special emphasis on women and in the digital and green economy sectors.

Who are the beneficiaries (for women 18–29)
Based on the pre-publication/announcement, beneficiaries are those who:
- are registered unemployed in the digital registry of the Hellenic Employment Service,
- are 18–29,
- are outside of Employment, Education and Training (EAEK/NEET),
- submit an application with a business plan.
For women: The “key” is not to simply write “I am a woman”. The key is to present a proposal that highlights female entrepreneurship as a clear, actionable advantage (positioning, market, sustainability, footprint).
How much money does it give & when does it pay (installments/milestones)
The aid is €17,500 per business and is paid in 3 installments:
- 1st installment: €4,700 after starting activity (Milestone A)
- 2nd installment: €6,400 after 6 months of operation, with verification of actual operation through an autopsy (Milestone B)
- 3rd installment: €6,400 after 12 months, with new autopsy for continuous operation (Milestone C)
What does it mean in practice: The file (and the business plan) must show from the beginning that the business will> operate fixed 12 months — not “a start on paper”.
When do applications open
The Action is expected to be announced end of January 2026, while the application period will be announced in the Call.
Keep this in mind: Those who prepare now (idea → plan → numbers → digital/green) will be ahead when the OPSKE opens.
How to apply (step by step) – OPSKE
The application is submitted electronically through OPSKE (Integrated Information System for State Aids).
- Eligibility check: 18–29 + unemployed + NEET.
- Idea setup: what do you sell/to whom/what problem do you solve/how do you generate revenue.

- Digital & Green footprint: not as a “word”, as a functional plan that is implemented.
- Submission to OPSKE: filling in the fields + supporting documents as defined in the Invitation.

Women’s entrepreneurship: how to build a lead in the evaluation

1) Make female entrepreneurship a “structure” (not a slogan)
- Clear positioning: who you are, what you offer, in which market, why you.

- Executive Summary (1 page): idea → market → model → why you.
- 12-month plan (months 1–12): actions, goals, milestones.
- Budget: revenue/expenses + installment usage.
- Digital plan: channels, KPIs, costs, 90-day goals.
- Green plan: 3–5 practical choices that you actually implement.
