Support up to 60% Support for the Establishment and Operation of New Small and Medium Enterprises

Support for business plans of SMEs under establishment and newly established SMEs, which will invest own resources in the activity they intend to carry out and will create new jobs.

The subsidized budget of each investment plan ranges from €30,000 to €400,000.

The subsidy rate for funding applications is uniform for all eligible expenses of the investment plans and amounts to 45% of the subsidized budget.
The subsidy rate can be increased by:
  • 10% if the investment is made in a remote or fire-affected or flood-affected area or small islands, and
  • an additional 5% upon achieving the employment target of at least 1 FTE in the first year after the completion of the investment.

The implementation period of the physical and financial scope of the investment plan will be 24 months from the date of issuance of the inclusion decision.

Who is it addressed to

Under establishment and newly established Very Small, Small, and Medium Enterprises, which will operate or are operating in the eligible NACE codes of the Call (Annex II ELIGIBLE ACTIVITIES – NACE).
Category A. Under establishment. Enterprises that will be established from the date of issuance of the Action’s Call until the first disbursement of the subsidy and will operate exclusively in eligible NACE codes throughout the implementation of the investment plan and until the repayment of the investment.
Category B. Newly established. Newly established enterprises are defined as those that have not exceeded 12 months of continuous operation (12 months have not passed from the start date of the enterprise in the Independent Authority for Public Revenue until the date of the Call for Proposals). It is noted that they must operate exclusively in eligible NACE codes of the Action at the time of submitting the funding application, throughout the implementation of the investment plan and until the repayment of the investment.
It is clarified that enterprises must have the investment NACE code before the first disbursement.

Submission period

from 18/12/2023 to 29/2/2024 (15:00)

Funding applications (investment proposals) will be submitted only electronically without submitting a physical folder of supporting documents through the Integrated Information System for Managing State Aid (OPSKÉ).

For the evaluation of funding applications, comparative evaluation will be applied.

Basic Participation Conditions

  • The proposed investment plan must concern at least one of the eligible NACE codes of ANNEX II: ELIGIBLE SECTORS OF ACTIVITY (NACE), which the business must have before the first disbursement of the subsidy.
  • Only one funding application per VAT number may be submitted.
  • They must achieve at least a score of 70 during the self-assessment of the investment plan based on the criteria of Annex III. It is noted that submission of the funding application in OPSKE is not allowed if this condition is not met.
  • Branches of the business, provided all implementation points belong to the same Region and the implementation areas/locations have the same intensity of support.
    It is noted that upon submission of the funding application, proof of securing the Private Contribution of the proposed investment plan of at least 60% must be provided.

    a) Certification of Quality Assurance Systems, Environmental Management, according to national harmonized as well as other European and international standards,
    b) promotion, extroversion, and internationalization,
    c) means of transport,
    d) studies and consulting services,
    e) logo and corporate identity design,

    f) indirect costs

The eligibility start date for expenses is set as the date of the Action Call (18/12/2023)
The deadline for completing the funded investments is twenty-four (24) months from the date of issuance of the Approval Decision.
