What expenses does Start a Business cover?

Start a Business covers
100% of the subsidized budget, using the
simplified cost method. This means that the support is provided
with predetermined amounts for the operation of the new business and, where provided for,
for the creation of a new job.

In simple words: the program does not work like a classic program
for purchasing equipment or covering invoices. The business must be properly organized, operate in the eligible KADs and comply with the terms of the invitation.

Indicative categories of expenses associated with the action

  • Business operating expenses
    such as rent for business premises, bills, telephony, internet,
    heating and other operating needs.
  • Third-party fees
    such as accountant, economist, legal support, business consultant
    or support for monitoring the business plan.

Who is eligible for Starting a Business 2026?

of the invitation for degree, income, work, headquarters, KAD and other conditions of participation.

Under establishment or newly established business: what is the difference?

The invitation distinguishes businesses into two basic categories:
under establishment and Newly established.

Enterprises under establishment are those that will be established
after the date of submission of the funding application and no later
than 365 days after the electronic notification of the final approval.

They must operate exclusively in eligible KAD
throughout the implementation period and until repayment.

Newly established are those that have been established
from 01/01/2025 until the date of submission of the application.
For them, the invitation is particularly strict: they must have
continuous operation exclusively in eligible KAD
from the date of commencement at the AADE and until the repayment of the investment.

Crucial for newly established businesses after 01/01/2025:

If you have already started, it is not enough to add an eligible KAD just before the application.
It must be checked whether the business had, since its inception, in the AADE
exclusively eligible KAD of the action.

This is a high risk point for rejection or a problem in implementation,
therefore a check is needed before the final submission to the OPSKE.

The action is not a general program for everyone. It concerns a specific category of beneficiaries
and requires careful checking before applying.

  • Be a graduate of higher education, according to the terms of the call.

  • For a newly established business, the start-up must have taken place from 01/01/2025

Industries that need attention

Popular activities that do not seem to be clearly covered by the eligible list

Many interested parties consider investing in sectors such as catering,
coffee, retail, e-shop resale, transportation, agricultural production or
vehicle trade. However, the eligible KAD list of the program does not
cover all market activities. Therefore, the check should
be made on the exact KAD and not only on the general business idea.

Food, café, bar & catering

The basic KADs of classic catering, such as restaurants, cafés, bars,
snack bars and catering, do not seem to be included in the eligible
list. Only a specific mediation activity for
food and beverage sales services appears.

Retail trade & e-shop resale

The list includes a large number of wholesale trade activities,
however, classic retail trade does not seem to appear as a general
eligible category. For e-shops, special attention needs to be paid to the exact KAD.

Trade, maintenance & vehicle repair

The basic category for trade, maintenance
and repair of cars or motorcycles does not seem to be included. Such business ideas
need a separate check before the application can proceed.

Agricultural production, livestock & fishing

Primary crop and livestock production, as well as fishing, do not seem to
be covered as basic eligible activities. Otherwise, specific services or processing activities may
be considered.

Transport, taxis, trucks & buses

The basic land, water and air transport do not seem to
be included in the eligible list. However, there are some specific activities of storage, transport support or courier.

Finance, insurance & gambling

Financial and insurance activities, as well as gambling and betting activities, do not appear to be included.

Critical point:
In several sectors there is a big difference between production, processing,
wholesale, retail, service, mediation or simple resale.

Who is excluded from Starting a Business 2026?

Short answer:Someone may be excluded from the program if they do not meet the basic criteria of the invitation,

  • Co-location with another business, when there is no clear and distinct function.
  • Participation in another business or other subsidized program, if it creates incompatibility.
  • Ineligible KAD or activity not covered by the action.
  • Incomplete or incorrect supporting documents in the electronic file.
Attention to headquarters:The choice of a professional space is a crucial point. It is not enough to simply have an address.
It must be acceptable for the action and not create an issue of residence, co-location or non-separate operation.
Practical conclusion:If you have doubts about a degree, CPA, income, headquarters or work, do not rush to start the application.

For the basic support, up to 3 milestones of verified operation are foreseen,
corresponding to a period of up to 18 months. Public funding is paid by EFEPAE, after a request for payment of aid
and verification.

Can the payment be requested cumulatively?Yes. The beneficiary may submit a request for payment of aid that concerns
two or even three semesters of verified operation cumulatively,
attaching the necessary supporting documents to the OPSKE.
Minimum operating obligation:The business is required to complete at least 2 semesters of verified operation.
If it only completes two semesters, the corresponding grant is
€8,700 for a sole proprietorship or €14,000
for a corporate / multi-shareholder structure.
Caution:If the operating obligations are not met, the business plan may lead to
the revocation of the inclusion decision and the recovery of any public funding,
in accordance with the current institutional framework.
What happens with the additional €15,000?The amounts of the basic support can be increased up to €15,000,
when the creation of a new job has been declared in the application and verified during implementation, i.e. 1 Annual Work Unit (AWU).
In simple terms:The basic subsidy in Start Business 2026 is distributed in up to 3 six-monthly
milestones of verified operation. For a sole proprietorship,
4,400€, 4,300€ and 4,300€ are provided, while for a corporate or multi-shareholder structure,
7,000€ per semester are provided. The beneficiary can also request payment cumulatively for
two or three semesters.

What supporting documents are needed for the application?

The supporting documents are not the same for everyone.

The electronic application file differs depending on whether the business is
under establishment or newly established. Therefore, before submission,
the data and files that will be uploaded to OPSKE must be carefully checked.

For example, for the application to Starting Business
tax information, academic qualifications, company information,
professional seat information and responsible declarations may be required.

  • E1 and tax return of the last available tax year,
    where required.
  • Copy of degree or other academic qualification that documents eligibility.
  • Documents of professional experience, if used for the score.

Αρκεί να προσθέσω τώρα έναν επιλέξιμο ΚΑΔ πριν την αίτηση;
Όχι απαραίτητα. Για νεοσύστατη επιχείρηση, δεν αρκεί απλώς να προστεθεί ένας
επιλέξιμος ΚΑΔ λίγο πριν την αίτηση. Πρέπει να εξεταστεί αν η επιχείρηση είχε
συνεχή λειτουργία αποκλειστικά σε επιλέξιμους ΚΑΔ από την ημερομηνία έναρξης
στην ΑΑΔΕ.
Πόση είναι η επιδότηση;
Η βασική ενίσχυση είναι 13.000€ για ατομική επιχείρηση με έναν
δικαιούχο και 21.000€ για εταιρικό ή πολυμετοχικό σχήμα.
Μπορεί να προστεθεί επιπλέον ποσό έως 15.000€ για δημιουργία
νέας θέσης εργασίας, δηλαδή 1 ΕΜΕ.
Πώς κατανέμεται ο προϋπολογισμός των 70.000.000€;
Ο συνολικός προϋπολογισμός της δράσης είναι 70.000.000€.
Από αυτά, 55.000.000€ αφορούν τις Λιγότερο Ανεπτυγμένες
Περιφέρειες και 15.000.000€ τις Περιφέρειες σε Μετάβαση,
δηλαδή Αττική και Νότιο Αιγαίο.
Τι σημαίνει ο προϋπολογισμός για την Αττική και το Νότιο Αιγαίο;
Η Αττική και το Νότιο Αιγαίο ανήκουν στις Περιφέρειες σε Μετάβαση,
με διαθέσιμο προϋπολογισμό 15.000.000€. Αυτό δεν σημαίνει ότι
αποκλείονται, αλλά επειδή η αξιολόγηση είναι συγκριτική, ο ανταγωνισμός μπορεί
να είναι πιο έντονος.
Πότε υποβάλλονται οι αιτήσεις;
Οι αιτήσεις υποβάλλονται ηλεκτρονικά μέσω ΟΠΣΚΕ από
06/05/2026, ώρα 15:00 έως
30/06/2026, ώρα 15:00. Μετά τη λήξη της προθεσμίας δεν γίνεται
αποδεκτή νέα ηλεκτρονική υποβολή.
Η αξιολόγηση γίνεται με σειρά προτεραιότητας;
Όχι. Η αξιολόγηση είναι συγκριτική. Αυτό σημαίνει ότι οι αιτήσεις
που υποβάλλονται μέσα στην προθεσμία αξιολογούνται και κατατάσσονται με βάση
τα κριτήρια της πρόσκλησης.
Πώς βαθμολογείται η αίτηση στο Ξεκινώ Επιχειρηματικά 2026;
Η συνολική βαθμολογία προκύπτει από 4 ομάδες κριτηρίων:
επαγγελματική εμπειρία και επίπεδο σπουδών (35%),
περιφερειακά και μακροοικονομικά κριτήρια (35%),
εταιρικό σχήμα και νέα θέση εργασίας (15%) και
κοινωνικά κριτήρια όπως πιστοποιημένη αναπηρία (15%).
Πώς καταβάλλεται η επιδότηση στο Ξεκινώ Επιχειρηματικά ;
Η επιδότηση καταβάλλεται σε έως 3 εξαμηνιαία ορόσημα επαληθευμένης λειτουργίας,
διάρκειας έως 18 μηνών. Για ατομική επιχείρηση:
4.400€, 4.300€ και 4.300€ ανά εξάμηνο. Για εταιρικό ή πολυμετοχικό σχήμα:
7.000€ ανά εξάμηνο. Η καταβολή γίνεται από τον ΕΦΕΠΑΕ μετά από αίτημα
και επαλήθευση.
Ποιες δαπάνες είναι επιλέξιμες στο Ξεκινώ Επιχειρηματικά 2026;
Στο πρόγραμμα Ξεκινώ Επιχειρηματικά  η ενίσχυση υλοποιείται με τη μέθοδο του
απλοποιημένου κόστους και με κατ’ αποκοπή ποσά. Αυτό σημαίνει ότι δεν λειτουργεί
όπως ένα κλασικό πρόγραμμα όπου ο δικαιούχος πληρώνεται απλώς με βάση κάθε τιμολόγιο δαπάνης.
Ενδεικτικά, η δράση συνδέεται με δαπάνες όπως λειτουργικά έξοδα,
αμοιβές τρίτων, προβολή και δικτύωση, αναλώσιμα,
εξοπλισμό ή χρηματοδοτική μίσθωση εξοπλισμού, ασφαλιστικές εισφορές
και κόστος νέας θέσης εργασίας, εφόσον προβλέπεται και επαληθευθεί σύμφωνα με τους
όρους της πρόσκλησης.
Τι γίνεται αν ο ηλεκτρονικός φάκελος είναι ελλιπής;
Η υποβολή ελλιπούς ηλεκτρονικού φακέλου μπορεί να οδηγήσει σε
απόρριψη του επενδυτικού σχεδίου. Για αυτό χρειάζεται έλεγχος
δικαιολογητικών, σωστή οργάνωση αρχείων και προσεκτική υποβολή στο ΟΠΣΚΕ.
Ποιες είναι οι επίσημες πηγές για τη δράση;
Οι βασικές επίσημες πηγές είναι το espa.gr, το
Πρόγραμμα Ανταγωνιστικότητα ΕΣΠΑ 2021-2027, η
ΕΛΑΝΕΤ και το επίσημο PDF της πρόσκλησης.
Αν ο ΚΑΔ μου είναι επιλέξιμος στο Ξεκινώ Επιχειρηματικά 2026, σημαίνει ότι θα εγκριθώ;
Όχι. Στο Ξεκινώ Επιχειρηματικά , η ύπαρξη επιλέξιμου ΚΑΔ
είναι βασική προϋπόθεση, αλλά δεν αρκεί από μόνη της για έγκριση.
Πρέπει να εξεταστεί αν η δραστηριότητα έχει συνάφεια με το πτυχίο, αν ο δικαιούχος
πληροί τους όρους του προγράμματος πτυχιούχων, αν η έναρξη είναι επιλέξιμη
και αν το επιχειρηματικό σχέδιο τεκμηριώνεται σωστά. Για αυτό, πριν γίνει η αίτηση
στο πρόγραμμα που πολλοί αναζητούν και ως Ξεκινάω Επιχειρηματικά,
χρειάζεται προέλεγχος ΚΑΔ και συνολικής επιλεξιμότητας.
Είναι επιλέξιμο το λιανικό εμπόριο ή ένα e-shop στο πρόγραμμα πτυχιούχων;
Στο πρόγραμμα πτυχιούχων Ξεκινάω Επιχειρηματικά ,
το κλασικό λιανικό εμπόριο δεν φαίνεται να εμφανίζεται ως γενική επιλέξιμη κατηγορία ΚΑΔ.
Ο επιλέξιμος κατάλογος περιλαμβάνει κυρίως δραστηριότητες χονδρικού εμπορίου,
εμπορικής διαμεσολάβησης, παραγωγής, μεταποίησης και υπηρεσιών.
Για ένα e-shop χρειάζεται ιδιαίτερη προσοχή, γιατί άλλο είναι η απλή μεταπώληση προϊόντων
και άλλο μια δραστηριότητα παραγωγής, υπηρεσίας, digital εφαρμογής ή εμπορικής διαμεσολάβησης.
Επομένως, για το Ξεκινάω Επιχειρηματικά πρέπει να ελεγχθεί ο ακριβής ΚΑΔ
πριν ξεκινήσει η προετοιμασία της αίτησης.
Μπορώ να ανοίξω καφέ, εστιατόριο ή επιχείρηση εστίασης με το Ξεκινώ Επιχειρηματικά ;
Στο Ξεκινώ Επιχειρηματικά 2026, οι βασικοί ΚΑΔ της κλασικής εστίασης,
όπως καφέ, καφετέρια, εστιατόριο, bar, αναψυκτήριο ή catering, δεν φαίνεται να
περιλαμβάνονται καθαρά στον επιλέξιμο κατάλογο ΚΑΔ της πρόσκλησης.
Στον κατάλογο εμφανίζεται ειδική δραστηριότητα διαμεσολάβησης για υπηρεσίες πώλησης
τροφίμων και ποτών, αλλά όχι η απλή λειτουργία καταστήματος εστίασης.
Διαφορετικά μπορεί να εξεταστεί δραστηριότητα παραγωγής ή μεταποίησης τροφίμων,
εφόσον ο ακριβής ΚΑΔ είναι επιλέξιμος και υπάρχει συνάφεια με το πτυχίο.
Επομένως, για όσους ενδιαφέρονται για το πρόγραμμα πτυχιούχων
ή το αναζητούν ως Ξεκινάω Επιχειρηματικά, η εστίαση χρειάζεται
ξεχωριστό προέλεγχο πριν ξεκινήσει η αίτηση.
